cylindrical PEC cavility filled with dielectric

Hello, inside my pec cavity i have three layers one of epsilon 1 and two layers above and on the buttom of epsilon 2,like a sandwitch as shown in the cutting plane bellow.
i want to generate a mode where the peak of magnetic field is in the middle (epsilon 1) electric field (two peaks) at the epsilon 2 layers.
one peak means there is one half wavelength two peaks means there are two wavelength on the red layers.
but there is this thing of having the magnetic field peak on the blue and electric field peak on the red layers.
What kind of mode is that? what index TE/TM nml makes such properties?
