Custom WLM -> how to create and how looks like

Hi All,

Is the Netlist required in order to create a Custom WLM or just cells area is enough in order to do a floor planning?

How does the Custom WLM looks like? Is it similar to a regular WLM, which is located in the *.lib file, or it's just RC extraction for back-annotation?
