custom board for TI microcontrollers

Hi

I want to design a custom board for TI micro-controllers (F28027) instead of using experimenter kits. I would like to know what are pins are required such as for programming/clocks, Vdd etc.
 

Which exacly device are you going to use?

You need to look at the datasheet, you can also look at the schematics of the other boards.

Then you will need to use some EDA program, like Eagle, or so.... to design your PCB

Designing a board is a hard task, I'm not sure if you're ready for that, judging by your question.
