If so you can just add a resistor to gnd:
volts/amps = ohms = 5/0.02 = 250
so use a 250 ohm resistor which will give and output of 0 to 20mA = 0 to 5V
(1V will equal 4mA)
If you really need 4 to 20mA at 0 to 5V, then you can either do it in hardware with an op-amp and some offset.
or if you are reading the volts via a micro ADC then just scale in software.
