Current of c6713 dsp system is unstable, SDRAM is hot,why?

Even I have a program runing in the system, the current is unstable
The program includes a continuous SDRAM access procedure

When I burn the program to flash, I disconnect the ECLOCKOUT for SDRAM. If this pin is connected, the current may reach a very large value, and the SDRAM will be very hot.

Is it correct to disconnect the ECLOCKOUT to SDRAM?
Why the current of SDRAM is so big even they are accessed?
