CPU Voltage problem on FujitsuSiemens

Hi all!
I have a Fujitsu Siemens Amilo to repair, but i don't know what is wrong with it. It just keeps reseting, even when i pull out the ram, wlan, modem and the cpu. It has an external vga so i tried to pull her out too, now the laptop is also in a reset loop, but now with the white screen.

I measured the voltages around the board, the ram is 1.8 steady, 3.3 and 5 volts are also ok. Only thing is wierd the cpu voltage. when the laptop starts it's peek is 0,5V, and instantly drops to 0,2V and slowly decreases. I tried to test the mosfets but they seem all ok, though i'm not sure that i did a good job on testing them, since i did never figured this out. :(
