Convolution with impulse response of Linear Time Variant system

Given the LTI (Linear Time Invariant) system, we know that for any input in time, output is a convolution of input and impulse response of the LTI. However, for LTV (Linear Time Variant) system for any input in time, output is NOT a convolution of input and impulse response of the LTV.

Is there any way we can avoid finding the impulse response of LTV and then do the convolution?

It may be possible if LTV can be represented in Frequency domain but can the LTV be represented in Frequency domain?

Thank you in advance

I forget to mention. When i said impulse response it is the response of system with impulse at time 0.
