can some one tell me how to draw complex board outlines in layout plus?
is there some 3rd party tool which can be used for making the outline?

Will you explain more precisely what you mean with "complex board outline", please?
Do you mean some kind of polygon?
 

yes i want to draw a outline which is a polygon and also has some circular shape. lets say the outline for a mouse PCB, which has slots and circular shapes as well.

Draw your outline in Autocad or any other mechanical Tool then
DXF out and import DXF into Layout.
