Common mode RF energy

The question is very general, you may want to describe your problem of interest somewhat more detailed. If I understand it right,
the below sketched experiment may help to understand the basic problem:

Connect two coax cables to a ground plane, with some distance between screen and inner conductor, each. Assuming an ideal ground,
both are shorted and should show no coupling (S21 = S12 = 0). Connect a VNA or a generator and a sensitive measuring device (an
oscilloscope should be sufficient in most cases) to both ports and check for the real coupling.
 

Yes, you are right. I want to go in detail. I am talking about the common mode energy which could be generated due to improper PCB layuot and techniques.
