IMHO,
The Wind River's Diab (formerly DiabData) is the best even no IDE.
The SDS's CrossCode (now is belong to Wind River, but it is phase out) is good even no IDE.
The Metrowerks's CW for ColdFire is not bad (a bit problem in library, needs to change/re-build for full embedded) and it is a Motorola company.
The GHS's Multi2K for 68K/CF/CPU32, it is not updated for a long time (its distributor said! And they'd not like to offer evaluation, they focus on ARM now).
