Clarification regarding logic input

Suppose my Vcc in a microcontroller is 5V and GND is 0V.Then if I give it an input of more than Vcc,will the corresponding logic input be 1?
 

Sure it will see a logic 1. But, you must take care that if the input is more than 5.6V or less than -0.7V it will drain a current from the input to VCC or to GND. If that current is more than limits of your microcontroller (normally on 20mA), it will burn.
