What is the best way of learning how to read a circuit diagram and convert that to the layout on a PCB, stripboard perfoboard etc?

1. Learn symbols of components.
2. Learn identify components in circuit board
3. Learn how the wiring diagrams be drawn

This is good start

after that learn theory of components and basic electrical calculations.
