cheapest way to program EFM32WG232F256 + first board

Hey guys,
what would be the cheapest way to program EFM32WG232F256?
Also, I am looking for some minimal board to make, because I have those chips just in the TQFP packages, I don't have any proto boards...
What are the minimal connection requirements for those chips?
