I need a very cheap and simple solution to reduce power from 12-24V to 3.3V.

May be using a MOSFET with PWM or similar. A microcontroller is available

You're wanting to reduce voltage not power.

The easiest way would be to buy a voltage regulator. Just make sure it can handle your input voltage. You may need to buy a couple of capacitors as well, but the data sheet of the reg. should tell you. The whole thing shouldn't be more than £1.50.
