Chassis mount resistor insulation resistance?

Hi,
For HSC100 resistor, is the dielectric strength of 5000VAC referring to the insulation between the metal outer body and the connection terminals?

(We will be putting seven 47R, HSC100's in series at the output of a 390V PFC....they will all sit on the same Alu plate.)

Hi,

isolation: metal body to electrical contacts.
(What could be the alternative?)

It´s fine to make them all seat on the same metal plate.
