can i detect z wave frequencies

z wave frequencies in my country works on the 868MHZ frequency the question is can i detect this frequency with a mobile phone to build a direct control application or i should remotly connect to the PC and access the access point?

Just use Z-wave Universal IR + RF Remote controller
