Can fsk send video over radio waves?

Theoretically yes but an intractable problem at 100 Mhz due to filter
requirements I would think, accuracy, order/Q of filter, T and V effects.

So if you use frequency shift keying you must use a filter? Why?
 

Can frequency shift keying have a baud rate of 40 million bits per second or is the problem intractable for some reason?

For your 100MHz carrier frequency the answer is NO, such a design will not work.
 

What if I use 4 frequencies, 1 frequency represent 00, 2nd frequency represents 01, 3rd frequency represents 11, 4th frequency represents 10. Will that increase the baud rate?
 

Do a simple proto with just two freqs to see if you can get reliable
filtering.

I think the opinion here is thats still not the best reliable
way to do a com link for video. Thats why you don't see many, if
any, commercial products using FSK for video. At real time frame
rates.

And in any case it wouldn't increase the baud rate - you have four bit patterns in and four frequencies out, there is no advantage of that. In fact to decode the four frequencies at full speed would probably be harder.
