plz tell me the exact number of I/O you want to use and i think you sketch it on paper and done it using PLC ...........no simulator u will need for it
 

industrial elevator using plc

using PLC is very expensive for such simple circuit if only 2 - 5 level. I suggest you to use Contactor and limit switch.. more easier to maintenance. and spare part replacement. Go for free sample of simulation for education purpose.

But when it goes too many level and complicated design of circuit... you have to pay for the effort.. every body have their own commitment to pay bill and get proper living accomodation.
