Can 4MHz oscillator be used with a 20MHz picmicro chip?

i want to ask if i can use a 4MHz oscillator with a 20MHz picmicro chip?

The simple answer is: Yes

All you will have to do is set the fuses correct ...

Most modern MCUs will work down to DC, a common frequency for low power is 32768K (digital watch xtal). You will have no trouble with 4 Megs. Might I suggest a 3 terminal resonator with built in caps, stability is not quite up to an xtal, but is a lot more rugged. BTW thanks for the help you have given me in the past with C problems.
