I have a follow problem. So I want to your good solution!!

lmgrd is not running

u may have some config file problem

try standerd procedure of installation

You are must set variable LM_LICENSE_FILE
export LM_LICENSE_FILE=/tools/license/license.dat
And server of license starts
example
lmgrd -c /tools/license/license.dat -l /tools/license/license.log

The following lines should be in the license file

DAEMON
SERVER <name your server> <MAC your computer> <port>
example:
SERVER My_SERV 001612233C9C 5280
DAEMON cdslmd ./cdslmd

Check your file /etc/hosts
Your server must answer on ping !!!!
