BT656 Video Decoder / Encoder problem

Hi All

I have a video decoder (TVP5154a) connected via an FPGA to a video encoder(ADV7177). The problem I have is horizontal lines across the screen. If I generate a bar test pattern in the FPGA it works 100%. I have attached screenshots of the data being sent to the encoder and the output of the encoder above the data. I have set the decoder to a mode where it just outputs black. The puzling thing is that the encoder seems to be generating video information even though the input data is black 80h 10h. Any suggestions would be welcome thanks. It is PAL I video
