Bleedoff Resistors used For?

What circuit use Bleedoff resistors or resistors to bleed off the voltage?

I know power supply outputs sometimes have bleeding resistors, to bleed off the filter cap voltage after the power is turned off

This is to make the power supply safe to work on. A 100 MF capacitor charged to 400V - typically found in the front end of switched mode power supplies, is lethal.
