BJT VEBO rating is dependent on region o f operation

The datasheet for bjt specifies VEBO rating when collector terminal is open. Can anyone tell me please if this parameter is valid for any
region of operation of bjt. Is this valid parameter for reverse active region of bjt.

That is the meaning of the "O" in BVEBO - open. It's an
agreed upon definition / basis / method, not the "rating".

You will see different reverse conduction depending on
whether the collector is biased such that inverse mode
amplification can happen, or possibly of collector is also
reverse biased enough that the C-B depletion region
affects the E-B depletion push. How different, you'd have
to characterize, it will vary with each device's construction.
