Battery Charger using LM3914

Hi,

I am trying to make a battery charger which will charge the battery in three/Four steps. The charger should have the following features :
1)When the battery is completly discharged , the current will be highest.
2) When the battery is half charged , the current will be halved.
3) When the battery is around 80% charged , the current will be reduced to 25%.
4) When the battery is completly charged , it will be getting very less current to keep it on a float charge.

The concept which I have worked out is :

I am using LM3914 IC to measure the battery voltage and switch the current accordingly.
Using a PWM circuit to control the current.

Any suggestions as to whether this concept might work or not ?
