i want a circuit such that you are able to periodically
switch ON and OFF AC power supply to the electric shock machine.

One of the simplest ways is using a triac and a trigger circuit . but there are several options available too . but it depends on you and your required current and type of your load .

You can try this repeating timer, circuit and PCB working 100% :

Pins 5 and 6 should be linked with 9 and 11 pins.

Power consuption:
Off state 11uA
On state 30mA (depends from relay coil current)

Output first state after power on is OFF.
 

your circuit is good.but if there is a reset button then i think it should be perfect.
 

For the switching device you have some choices. You can use:
  • Triac
  • SCRs
  • Relay
  • Solid State Relay
  • MOSFET (with some supporting circuitry to allow switching of AC)
  • IGBT (with some supporting circuitry to allow switching of AC)

Your method of drive will depend on the selected device.

For the controlling you will need a device that keeps track of the time and sends output drive signals as necessary. This will depend on your desired method of control. If you just require a repeating timer circuit, you can use the one shown by tpetar.

You can use TRIAC as a switch by using opto-triac(MOC3041) it has a zero-crossing activation facility and for generate time delay you can use 555 Timer IC.
