Hi,
How could I design circuit breaker operates when source voltage is between 200 to 250 otherwise it cut the power source automatically, and operate again when voltage is in range. to protect devices.

You can use a window comparator that drives a relay or a MOS transistor, depending from the switching speed you need and the power dissipated from the load
 
Plz.. I want more details .. I wish I could find a schematic for this idea.. I will be so thankful.
