For the design what we are doing to work properly on the chip DFM is a kind of BKM(best known method). its main purpose is to increase the yeild of the die.
DFM stands for design for manufacturability...but it does not mean that violating DFM rules will render design useless...it is just there to insure better yeild...
the fab house provides these along with rest of process files and parameters...but there could also be some in-house practices that might be followed to increase yeild...like putting up multiple contacts and via's etc...
