arduino uno and sim340z on smartsim340 board

is it possible to use arduino uno as an MCU that give AT commands to the smartsim340 board by mikro electronica?
 

Yes. Arduino uno board has a AVR microcontroller. If the board has Rx and Tx pins (serial data) and if the voltage level of uno board and smartsim340 board are the same then you can connect Rx pin of uno board to Tx pin of smartsim340 and Tx pin of uno board to Rx pin of smartsim340 board. After that you can send AT commands.
 
but the problem is when we connect them to the avr pins the at commands are not passing from the uno to the gsm board u have any idea what is the proper way to do it ?
