am designing an antenna on fr4 substrate.....can anyone tell what metal is fr4 substrate....

FR4 is not a metal.
FR4 is the name of the most common PCB (Printed Circuit Board) laminate.

A flat foil made by glass-epoxy resin is surrounded by two thinner copper metal foils.
