Altai 8-10 Amp power supply Cut out Question

Working on an old power supply that has a cut out system that cuts off when turned on with a heavy load connected >6Amps, this seems to be a safety feature and has a timer like action before turning on (charging capacitor).
It is all transistor working 2 O/P 3 pre-drivers, 2 others used for this safety function starting with a pick off from the transformer low side to create some square waves used to clamp down if a high load/short occurs.

Can anyone give me a better explanation please......
