After power up , LPC1768 doesnt work

Hi everybody,
I am using LPC1768 and i have a problem about runnin of lpc1768.
so sometimes when i open energy my board , LPC1768 doesnt run. and when i turn off and turn on board , mcu does run ( at first maybe some capacities is full and when i reset mcu ,it works correctly).
How can i solve this problem?

Exactly which part of the datasheet answers the original question and solves the problem?
