Affordable microwave PCB fab?

Can anyone recommend an affordable microwave PCB manufacturer. Got one quote for a 25 sq. in RO4003 2 layer for $500 each qty 2. Seems expensive to me, I am used to FR4 boards costing $33 for the same specs.
