ac cable locator when load is not connected to the wire

how i sense flowing of ac in a wire while no load is connected to that wire.
i am facing some problems in making of ac cable locator.presently my circuit sense ac current.
 

You either need to connect a load, or go for electrical field (voltage) sensing. It's not as selective as current sensing.
 

use a metal detector (copper in cable!!)

Professional cable locators use an audio tone generator to inject signal into a cable, and an audio amplifier with a speaker that can detect cable presence under building material, by a small capacitive probe. No AC or other current needed, only a capacitor coupling for audio signal injection.
Such pair of devices is not sensitive to other cables or metal objects buried under building wall. Can be used for underground cables, distance
can be limited by moisture and larger metal objects.
Simple to build and use.
Caution: if you do not know if an AC cable is under voltage, use a high-voltage capacitor for coupling.
If AC voltage is annoying, reject 50 or 60 Hz audio response by a filter.
