About bubble error in Flash ADC

hello, friends. I am designing a flash ADC, and i am concerning about the encoder block.
regularly, a bubble error correction is needed before the encoder. but i found that, all of the error correction designs only consider that the 0s blow a1 is error, but the 1s upper 0s are not, so they change the 0s to 1s by or gates. i am thinking that if the error is the 1s upper 0s, the error will be enlarged by the error correction blocks.
will anyone can help me answer the question?
