9v to 3v using lm317

Go through the LM317 datasheet. All you need is there. Here's the download link: https://www.ti.com/lit/ds/symlink/lm117.pdf

Choose the 2 resistors such that they give 3V. You may find it better to use a potentiometer for one of the 2 resistors so that you can 'fine tune' the voltage to obtain an accurate output.
