36w passive powerfactor corrected dual ballast

I wish to done a 366ppfc ballast. but the the capacitor in valleyfill is getting hot. How can I solve it? Here I attached the circuit. The capacitors are shown in circles.
capacitor value is 22nf/400V each( or 100Nf/400V)

better quality lower ESR caps (usually higher voltage handle current better)

My circuit is just same as Philips 36w PPFC dual ballast. The values of the component are different.
