The 74HC573 is a CMOS circuit.
The input current, high or low, is just leakage current.
You might try the data sheet (gasp) to answer your question.
According to this data sheet (pg 6) the maximum is 1µA.

Perhaps you are thinking of a bipolar TTL 74573 which requires mA of current for a low level on the input.
 
Hi,

Logic HIGH or LOW is defined by voltage, not by current.
This is especially true with CMOS devices.

The input current may change some when going from low to high but it won't go beyond the maximum limit value.
