3 way LED lamp circuit

i am in need of help for this project that i am doing, i did this schematic that is suppose to work as a 3 way LED lamp circuit. (for example, first push on ob switch turns on 1 LED, 2nd push is 2 LEDs, 3rd is all LEDs and 4th will turn off all the LEDs). Unfortunately, my circuit is not working in the way i wanted it to. instead, only 1 LED lights up before i turn on the switch of pb switch. I am trying to avoid using any ICs for this project. What can i do to rectify the probleM? here is my schematics.
