3 phase ,400 hertz,inverter design

I want to design a 3 phase inverter with the specifications as
Input dc Voltage :28volts
Output ac voltage (dual) :28volts and 115volts @ 400 hertz
I'm new to this and unable to figure out how to design an inverter for this specification.
If i use a normal 3 phase inverter with 28volts dc then i obtain a sqaure wave output ac of the same voltage ,correct??what do i do then?Please help.
 

Yes ,want both the ac voltages 28 as well as 115 @ 400Hz with a 28 volts DC input.A static inverter to be precise.How do i go about it?A sine wave or a quasi sinewave is what i require.How would the circuit diagram be?
 

there was a 400Hz single phase design in wireless world 1999 feb.

the basic concept is the same:
convert the 28V dc a higher level dc, then invert this to, in you case, 3 phase sinewave 28V and 115V ac.
