Is an op amp the chief device in your circuit? Then you can create an artificial ground by making a resistor divider (voltage divider) between the 24V rails. Two equal resistors (say 500 to 1000 ohms each). It wastes a few mA.

Then the join between the resistors becomes your new ground. It is the point where your inverting and non-inverting inputs are referenced to. And it's the point where your output is referenced to.

This assumes your current needs are no more than a few mA. That is to say, typical op amp current draw.

Or use a ready to buy 24V --> +/-12V DC/DC converter.

In detail it depends on your skills, the application requirements, availability, cost ... and a lot more.
We don't know about all this.

First you need to get straight, what you want from this (virtual) ground.
Where does it come from, where does it go, what's it have to carry and
how clean?

If you use a quad op amp you might make a decent quality low current
virtual ground. Within the output current range you can get a near
zero ohm impedance. If you need more check app notes for booster
circuits. This is probably what a "rail splitter" IC does (either linear or
a 50% duty chop, filtered).

But perhaps it would make more sense to float the sensor input away
from chassis ground, to that virtual ground - especially if there are high
current or high transient currents running in it, which a virtual ground
might struggle to clean up.
