20V dc to 60V dc & 90 to 265V ac Xenon tube flasher circuit

Power and frequency matters for the design.

I presume you can find many mains voltage supplied flasher circuits on the internet. For DC input you'll obviously need a DC/DC converter, preferably of the flyback type to charge the storage capacitor.
 

What output do you want (voltage? @ power?, flashing frequency? at what sort of regulation?). Because of the very wide voltage input (20 - 265), the currents being used are also very wide, else you could do it all with one converter. If its relatively low power say < 100W you could concievablely do it in one go. Else you need two converter (at least).

Small xenon flash tubes have a voltage range of e.g. 250 to 600 V. The energy storage capacitor can be charged from mains voltage by a simple rectifier (possibly voltage doubling) through a series resistance or series capacitor. You can replace/supplement this power supply by a flyback DC/DC converter for DC operation.
 

There are many large & small ideas in google images.

The one problem with most of them is that they are also great cell phone jammers due to the intense E fields and resonance of sub-nanosecond avalanche effects in the wires. So follow good EMC design rules.
