With a current transducer LA 100-P, a phase detector, a stepdown transformer, a comparator, and other suitable components, how to design a power factor corrector circuit?

The first thing you will need to do is decide what power factor value you are shooting for. That will have a big impact on how your PFC circuit is designed.

The second thing I would do if I were you would be to do a search. This site has so much knowledge and information available that you could probably find a completed PFC circuit that will suit your needs.
