USB connector is unable to be detected

Recently I'm using AT89C5131A-M chip. After reading the datasheet I notice that I must meet some hardware conditions. Hardware conditions (EA = 1, PSEN = 0) during the RESET rising edge force the on-chip bootloader execution

After adding a buffer chip to the circuit to meet the requirement the USB connector is still unable to be detected. I'm using a type B USB connector. Is there anything that I have to add or take note of so that the connector is able to work? Please help. Thanks.
