a simple google search will show a lot of univ courses which describe the process.

Library Design Flow

I designed a standard cell library and IO library several years ago,
firstly, you should know which cells you want added into your library, and determine some parameter, for example, cell height, power height, grid and so on.
and then, design the layout of your cells
after that, extract RC parameter ,simulation and modify until it fits your expect
extract timing and compile it to lib file, the tool I used is star mtb,
design symbol library
