How to evaluate the startup circuit???

How to evaluate the startup circuit? Which paramters should I care? Is there any possiblity that the startup circuit has shut down before the total circuit works? How to avoid this kinda state?
 

make sure it can release a signal at start up and close its function safely after power is ok.
 

BTW, note the time the power rising, make sure it meet the power on spec.
 

I do appreciate your response, but I'm still quite puzzled how to make sure the startup circuit work properly. Too many facts will cause the self-biasing at the zero current state, like the rsing time of the power supply. the temperature, the process and layout.
