what does means "1/2" in digital system?

I read some paper yesterday, especially about digital signal processing system.

some processing system, like encoder, it consisit of some signal processing blocks

in digital signal processing system, what does means "1/2" ?

see the following picture.

input signal is digital code, like 0010101110.

what is output digital signal?

It is a very simple question. Clearly "1/2" means half. The input is 0010101110 whose decimal equivalent is 174. After passing the input through the so called "1/2" the output is 87 whose equivalent in binary system is 0001010111.

Also very peculiar thing to be noted is that output is right shifted by one place. This menas whenever you see "1/2" shift the binary input by 1 place.
