Does the brokaw-cell bandgap reference need the startup circuit??

yes, a start up circuit is necesary

go to chapter 4 in the Gray book, and read
self bias subsection

To sunking,
It is for bipolar version bandgap. Is there any similiar circuits for CMOS bandgap ?

yes.
the brokaw's arrow BGR does require a startup.
on initialized, the BGR can be in any two states, either in a zero current state or in perfect operating state(if ur design is correct). If the BGR is in zero current state then it will not work. Hence to eliminate that state u require a startup block
