TopoR autorouter - set distance

I am make my circuit with Kicad and I am using TopoR for autorouting.

My problem is how to set minimal distance from vias.

My PCB maker says that "The space between holes is less than 0.35mm". Can I solve this problem?
 

Did you fill KiCad design rules with reasonable values? I expect that the auto router is obeying the design rule settings.

Honestly, this is the first time I use KiCad with such a complex project. (I've always used Ultiboard).
At this point I think I'm wrong to set the KiCad rules, but how to do it?
 

Board setup -> design rules with recent KiCad versions.
 

Before going further please ensure whether you have filled kicad design rules with reasonable values. It can be the router is accepting only some values beyond which it is not able to work properly
