i read in an internet file the below sentences. can anyone explain it to me or introduce references to understand it? thanks.

At high frequencies it is difficult to measure currents with high precision. Also, the determination of a source
resistance (by “Open Loop” and “Short Circuit” Measurements) is nearly impossible.
 

Source resistance is the parasitic Ohm resistance of an output buffer (for example).
At high frequencies other physical parameters (such as capacitance and inductance) come into play - making the measurement more difficult because they also contribute to the current drop...
 

The problem arises from High Frequency "Open Circuit" and "Short Circuit" difficulties.
Therefore s-parameters have been developed.
 

It might also refer to another RF difficulty: impedance transformation by the line, so that voltage and current and impedance vary across the length of the line.
