Hi,I have built a simple toggle switch with 4013 common dual flip-flop ic.The toggle buttons work fine,so Everything is ok except primary state of output. The output (PIN 1 & 13)state is high when I connect Vcc to circuit despite the inputs are on low state .What should I do to keep output in low state when connect VCC to circuit ?

Hi,

You need a power up reset circuit.
Depending on rise time of power supply you either need a more complicated reset generator with dedicated threshold voltage and reset timing.
In simple case (fast power supply rise time) a capacitor across one pushbutton may be sufficient.
